This is listed under Web application, but it really isn’t a web application. The source code is for a windows application built in Visual Studio 2010. But if you just want something to capture a animation in a part of the screen, this application will create screenshots in numbered files. You can then use the files, in an encoder to produce an animated gif or MP4.

The program source code isn’t for a web app, but you can use the executeable it produces, to produce cheap content for the web. I needed it. I assume someone else cheap, might need to, as well.
